Owera Emmanuel, The Fourteenth Guild President of Busitema University

imageOwera Emmanuel, the fourteenth guild president of Busitema University, has demonstrated unparalleled leadership marked by informed and skillful management, earning him widespread recognition and awards from university council organs, civil society, and the government of Uganda.

Notably, his extraordinary performance led to the extension of his term by the university council, making him a two-term guild president at Busitema and previously in 2015 a Guild President at the Fisheries Training Institute in Entebbe as well making him a three times guild president. Emmanuel's commitment to education is further exemplified by numerous accolades from the Board of Governing Council in 2015, followed by a significant appointment as a council member for the Fisheries Institute by the Ministry of Education, a role he fulfilled for three years. His accomplishments were acknowledged by the minister of agriculture, state ministers in the Ministry of Agriculture, and the Permanent Secretary at that time.

Having deliberated in the Uganda Dean's Forum for more than three years, including recent engagements with Kabale University, I.U.I.U, and Busoga University in 2015, Emmanuel has proven his dedication to academic discourse and governance.

As a key participant in a Pan-Africanism conference organized by the United African States and the East African Community, under the auspices of Uganda's Ministry of Internal Affairs, Emmanuel advocated for a common African language in education and proposed amendments to the African Union charter. 
His call for the use of African languages like Kiswahili in Pan-Africanism workshops reflects a commitment to preserving African cultural identity.

Emmanuel's impact extends to public health, recognized by the Uganda Aids Commission for his efforts to ensure zero HIV infections in institutions and the country.
His leadership in organizing HIV sensitization across all faculties of Busitema University covering the entire Eastern region is testament to his proactive approach.

Engaging with civil society and global stakeholders, Emmanuel participated in the Hekima Dialogue with UNDP officials, UN Assistant Secretary-General (ASG) and UNDP Assistant Administrator and Director for the UNDP Regional Bureau for Africa on Monday 22 January 2024, showcasing his exceptional experience leading a multi-campus university.

Beyond his political role, he remains a powerful advocate against corruption, emphasizing that money follows good deeds, and continues to hold a profound influence among the youth in Uganda,East Africa and Africa.
